Friends Newsletter #4 — May 26, 2025  

Dear Friends of the Pharmacopeia, 

Since the last newsletter in September 2024, much has changed. 

White Paper Project update — The Convention’s Board of Directors approved the White Papers at its September 30^th meeting.  The 3^rd Friends newsletter, published in October 2024, gives the background to understand what follows. All newsletters can be found here.

  We sent the White Papers, with a meeting request, to the FDA Pharmaceutical Quality division.  They promptly acknowledged receipt and noted that they had referred them for “internal review.”  We didn’t expect acceptance of our request for a meeting to arrive for a couple of months.  

  On November 5^th, a new President of the United States was elected.  We expected that to create further delay.  Since the inauguration, many top-level policy people at the FDA have resigned or been placed on administrative leave — paid but forbidden to work. Cuts in administrative and support personnel and services have followed.  The technical committee members we hope to meet remain at work.  We expect a meeting to take place, but we don’t know when.  Until a meeting is scheduled, the White Paper project will remain stalled.  

Legal update — The Center for Inquiry is a well-funded organization of skeptics that has targeted Homeopathy.  In an ongoing suit against a manufacturer of homeopathic products, the HPCUS was subpoenaed for an extensive list of documents.  After a 90-minute court argument, the judge agreed with the vast majority of our objections and required only that we produce only a very small fraction of the requested documents.  Several months later, CFI tried again by filing a subpoena that would have required a representative of the HPCUS to testify at a deposition on a wide variety of topics.  We filed a motion to quash the subpoena.  When, some months later, the court set a hearing on our motion to quash, CFI conferred with our counsel and agreed to drastically narrow the scope of the deposition. Director Todd Hoover represented the Convention at the deposition in the second week of April.  We believe that ends the Convention’s involvement in that lawsuit.  Much time, energy, and money were expended in the process.  As a Friend of the Pharmacopeia, your financial contribution helped to defray the expense. 

  Other Activity in the Homeopathic Community   

The National Homeopathic Products Certification Board (NHPCB), a project formerly known as the “Seal Project,” is an independent non-profit sponsored by the American Institute of Homeopathy. The NHPCB contracted with the National Sanitation Foundation (NSF) to begin the process of developing third-party, independent voluntary Standards for homeopathic medicines.  This is a long (usually 2 or more years), administratively intense, and expensive process.  The initial step is for NSF to form a Joint Committee (chaired by a member of the Public Health Council. An example can be found here. 

A 30-day notification went out through the American National Standards Institute on April 25, 2025.  The HPCUS expects to be invited to join the Committee, and we have also conveyed our interest to best ensure our participation.  We also expect the FDA to be invited. There are many outstanding questions and concerns regarding this effort.  I will continue to report in future newsletters. 

 A look to the future – Given the currently high levels of political, regulatory, and economic uncertainty, the Convention is refining its Strategic Plan.  I use the term “plan” with reservations, as change is the only constant.  In this time of volatility and rapid change, we remain vigilant, nimble, and flexible while holding fast to our core principles.  

 The HPCUS sets standards for the starting material for each medicine listed in the HPUS.  We create and publish guidelines (Good Manufacturing Practices, or GMPs) for quality-assured production. We are the only group with the expertise and legal mandate necessary for this ongoing task. Access to safe, properly made medicines is vital to the future of Homeopathy as a healing art. Product quality and its regulatory oversight will be part of all imagined futures, and therefore the continuance of the HPCUS is critical.   

 Our sustainability requires adequate financial resources and expertise in scientific and technical areas and clinical homeopathy.  In the former case, we are fortunate to have the support of two American and five European manufacturers.   

  In the latter case, we are recruiting homeopathic clinicians (with legal authority to practice) for committee work and with an eye towards future leadership at the Convention.  While developing and publishing the HPUS is a scientific and technical process, the core principles of homeopathy are embedded in the Pharmacopeia. Understanding and commitment to the Similia Principle are necessary at the committee and governance levels.

Friends Newsletter #3 — September 2024

Dear Friends, 

It is sixteen months since the Friends of the Pharmacopoeia program went live on the new HPUS website.  I want to thank all of you for participating.  For us at the HPCUS, your individual and collective support is heartening, needed, and much appreciated. 

As I pointed out in my address to the 2023 Joint American Homeopathic Conference, we live in complex and uncertain times.  Although the need for healing through homeopathy has never been greater, we face several challenges.  Some of those can only be met by the HPCUS. 

We publish the HPUS, one of the two “official compendia” (lists of official drugs) written into the Food, Drug, and Cosmetic Act of 1938. The HPUS is essential for manufacturers of homeopathic medicines, and our work is vital for practitioners, patients, brand owners, and consumers. Importantly, we also engage with the Food and Drug Administration at the scientific and technical levels. 

Each of those “audiences” has different concerns and viewpoints, so you can understand that our public relations are complex. This is especially true as there are outside groups that actively oppose homeopathy. When we began developing the Friends program, I had not anticipated how delicate and challenging it would be to communicate effectively and, at the same time, judiciously. 

The HPUS contains Drug Monographs outlining identity, purity, safety, and quality standards. Manufacturers must follow those standards or declare any deviations on the label. We also publish guidelines (instructions) for the manufacture of the medicines and, importantly, for the procedures (Good Manufacturing Practices—GMP) that ensure quality— that only what is listed on the label is indeed present in the finished product. Manufacturers can deviate from the guidelines and quality procedures but must then be able to prove to the FDA that their alternatives meet quality specifications. 

The 2015 proposed “risk-based” revisions to the FDA’s guidance on the marketing of Homeopathic Drug Products, finalized in 2022, markedly changed the environment for manufacturers of homeopathic medicines.   

To meet this challenge, the HPCUS drafted an initial series of three “White Papers.”  

A non-technical introduction and summaries of the White Papers have previously been made available, first to Friends and then to everyone. 

Congress empowers the FDA to evaluate drugs for Safety and Effectiveness. Safety is inextricably bound to quality manufacturing. The FDA has its own Guidelines for manufacturing conventional pharmaceuticals and has the legal authority to apply and enforce them for homeopathic medicines. However, the FDA’s guidelines do not consider the unique nature of homeopathic medicines. The White Papers seek to engage the FDA to recognize that uniqueness at the manufacturing level.   

An initial draft of the first White Paper was sent out for public comment beginning in late 2021. The FDA also commented on subsequent drafts in early 2022 and then in early 2023. The White Paper working group made substantial revisions in response to those comments.   

In late January 2024, we sent a second set of drafts to over 600 individuals and groups, including the FDA. After a 90-day public comment period, we received comments from the FDA, manufacturers and brand owners, and other groups and individuals within and without the homeopathic community. We have now reviewed, evaluated, and formulated replies.  

The Conventions’ Board of Directors approved the White Paper Committee’s responses to comments on September 30, 2024.  Replies to technical comments from manufacturers and brand owners, as well as replies to other individuals and groups within and without the homeopathic community are publicly available here.  Those replies respect specified requests for confidentiality and follow accepted formats.  We feel positive about the White Papers – the science is solid and provides workable solutions to important discrepancies between manufacturing homeopathic medicines and conventional pharmaceutical agents. 

Acceptance by manufacturers and the FDA would stabilize the regulatory environment and provide manufacturers with an achievable path to compliance with revised FDA regulations.  Practitioners, their patients, and consumers would benefit from the high likelihood of quality products.  The FDA would be helped to fulfill its responsibilities to the American people.  

If all goes well, the White Paper Project may continue for several years. The White Paper project has run concurrently with creating and managing our new website, setting up and implementing a Teams/SharePoint document management and collaboration system, making substantial revisions to operating procedures, developing and implementing the Friends program, and meeting other challenges. All this is alongside the complexity of ongoing core functions related to the maintenance and publication of the HPUS itself.  We are an all-volunteer organization with three part-time exceptions. 

The Friends of the Pharmacopoeia program was conceived with three goals in mind: 

1. To increase awareness in the larger homeopathic community about the HPCUS – its work, operations, and significance. 

2. To provide financial support for the White Paper project, a costly process that we fund currently from finite financial reserves.   

3. To bring new working members from the larger community into the HPCUS to form the Convention’s future leadership.   

Positive results have been achieved in all areas, though they have come more slowly than anticipated. This has been a learning process for me. I continue to work to garner widespread support from within the larger homeopathic community.

Friends Newsletter #2 — 2/29/2024 

Dear Friends, 

The White Paper project has reached an important milestone.  You can view an introduction and a non-technical summary of the three papers now out for comment by logging into your Friends account and selecting “Our projects.” In the first paragraph on the page that comes up, you will see the links for 2 documents, the Introduction to the White Papers and the summaries of the three papers.  The introduction should be read first. 

These three papers are the first step in the Convention’s response to the challenges of quality manufacturing of homeopathic drugs in the United States.  They provide manufacturers with a rational, achievable, and science-based path toward compliance with FDA’s quality guidelines.  This and other aspects of the White Papers are explained in the Introduction. 

The White Papers can be accessed by links in each of the two files made available to you in the Friends section.  Everyone is willing to comment on the papers themselves.  If you have questions or comments, please feel free to contact me.

Friends Newsletter #1 — 11/7/2023 

Dear Friends,    

Thank you for enrolling in the Friends of the Pharmacopoeia program.  It has been a long and busy five months since the new website and the Friends program launched, and I don’t want to wait any longer to be in touch with you.  I will be more actively promoting the program in the next several months. 

I first announced the Friends program in my address to the Joint American Homeopathic Conference this past March.  I placed the HPCUS as a vital part of a larger community that faces many internal and external challenges.  I described a few main challenges, some of which can be addressed by the HPCUS, and some that other groups need to address. I stressed the need for the various sectors (HPCUS, manufacturers, practitioners, consumers, educators, and researchers) to communicate and work together.   

Each of those sectors contains individuals and groups that have differing viewpoints, ideas, and needs that should be integrated for effective action.  In turn, the actions of each sector are likely to affect other sectors within the larger homeopathic community, again requiring integration for effective action.  Stepping back to another level, the homeopathic community exists within larger systems, such as healthcare, legal, regulatory, social, and economic.   

 The Friends of the Pharmacopoeia program was developed as I spoke with leaders in the various sectors of the homeopathic community.   At the same time, I was also researching models of effecting change in today’s complex, rapidly changing, and uncertain times.  The resources section at the end of my address to JAHC contains links to material that helped me to orient myself in that area. 

Meeting the many challenges facing homeopathy will require new ways of acting.  How we relate to each other will have a very significant impact on our level of success. 

Let’s take the HPCUS (Homeopathic Pharmacopoeia Convention of the United States) as an example.  The Convention is primarily a scientific and technical body.  We publish drug monographs, instructions for making homeopathic medicines, and good manufacturing practices (GMP) that ensure quality, purity, and safety.  Those all have clearly definable parameters with known outcomes.  As such, linear thinking is the appropriate and effective tool. 

The HPUS (the Pharmacopoeia itself) was first published in 1897 during the heyday of homeopathic medicine in this country.  By the mid-20^th century, American homeopathy was in decline.  Advances in medical and pharmaceutical sciences, technical advances in measurement tools, statistical methods, “evidence-based” medicine, and changing legal and regulatory frameworks kept the Convention focused on its core scientific and technical work. 

The last 15 or so years have seen an increasingly difficult environment for homeopathy, especially in Europe and in the United States.  All sectors of our community are affected, and successful adaptation will require that we communicate and collaborate effectively.   

The Convention is now actively considering changes in its procedures that are in accord with newer models and with our unique role in preserving and protecting quality, safety, purity, and access to homeopathic medications.  Given that the Convention must work alongside current legal and regulatory structures, this is not a simple undertaking. The Friends program represents the HPCUS’s initial effort to inform, engage with, and involve the larger community so that together we can find our way forward.
